POWER DEVELOPMENT

Kashmir Power Distribution Corporation Limited (KPDCL) is a government-owned utility company responsible for the distribution of electrical power in the Kashmir Valley, a region in the Union Territory of Jammu and Kashmir, India. It operates under the administrative control of the Jammu and Kashmir Power Development Department (JKPDD) of Jammu and Kashmir.

KPDCL was carved out as part of the unbundling and restructuring of the erstwhile Jammu & Kashmir Power Development Department to improve efficiency, accountability, and service delivery in the power sector. The reorganization led to the creation of separate entities for generation, transmission, and distribution of electricity.

O&M Circle Ganderbal, Kashmir Power Distribution Corporation Limited (KPDCL) is responsible for distribution of electricity in its jurisdiction. It ensures reliable power supply, billing, revenue realization, and implementation of Government schemes in the power sector.

O&M Circle Ganderbal is one of the Six Circles of KPDCL Distribution Wing,  deeply committed to ensure a reliable and quality Power Supply to the pertaining Districts.This Circle caters two Large Districts of Ganderbal and Bandipora.This Circle comprises of  04 Divisions and 16 Sub Divisions with 4 Divisional Workshops to ensure least outages in case of Transformer Damages.ED Bandipora, ED Sumbal and STD Ganderbal Operate in District Bandipora to provide efficient Power Supply to the Consumers.

Functions of the Department:

 

Power Distribution/ Sub Transmission.

  • Ensures the supply of electricity to all categories of consumers in the Kashmir Valley (domestic, commercial, industrial, agricultural, etc.).
  • Manages and operates the low-voltage (LT) and high-voltage (HT) distribution networks.

Infrastructure Development & Maintenance

  • Installs, upgrades, and maintains distribution transformers, feeders, substations, and transmission lines.
  • Coordinates with central schemes (like PMSRTMBY, RDSS, Amnesty scheme ) to strengthen and modernize power infrastructure.

Loss Reduction

  • Implements measures to reduce Aggregate Technical and Commercial (AT&C) losses.
  • Detects and acts against power theft, meter tampering, and unauthorized usage.

Grievance redressal related to electricity supply, metering and billing.

Exhibitions:

    1. Consumer awareness drives on new schemes like PMSGMBY.
    2. Special camps for Amnesty Scheme enrolment.

1. PM Surya GharMuftBijliYojna PM Surya Ghar: MuftBijliYojana is a flagship scheme launched by the Government of India in 2024, aimed at promoting the use of rooftop solar energy in residential households across the country. Applicant

Must be a consumer of KPDCL with a valid electricity connection.Must own a residential property with suitable rooftop space for installing solar panels.

The consumer can apply for the SRT from thenational portal: pmsuryaghar.gov.in or from the KPDCL portal.

2. KPDCL Power Amnesty Scheme Government of J&K has extended Amnesty Scheme for Domestic Consumers up to 31-03-2026. It allows 100% waiver of interest and surcharge on outstanding electricity arrears as on 31-03-2025, subject to payment of principal dues.

 

All domestic consumers having outstanding electricity arrears as on 31-03-2025.

 

 

Consumers must approach concerned KPDCL Sub-Division Office, register under Amnesty Scheme, and clear principal dues within scheme period (till 31-03-2026). 1. Check your outstanding dues with KPDCL (principal + interest).

2. Approach your Electric Subdivision office (of KPDCL) to apply under the Amnesty Scheme.

3. Complete the application form (often available online via KPDCL website under “Apply for Amnesty Scheme”) selecting number of instalments if needed.

4.  Make payments as per chosen plan: either pay full principal or pay in instalments. Ensure current bills are paid simultaneously. 5. Ensure you meet all deadlines (March 31, 2025 for this scheme).
