The Department of Food, Civil Supplies and Consumer Affairs previously known as “Consumer Affairs and Public Distribution Department” has been working since 1960s in J&K with the prime motive to provide food security to different sections of the society through implementation of National Food Security Act (NFSA) and by distributing food grains like Rice, Wheat, Flour, Sugar and Kerosene Oil at subsidized rates to the targeted beneficiaries. It helps in distributing adequate quantity of quality food at affordable prices to people, particularly vulnerable sections, so as to help them live a life with dignity. The Department is also working for the welfare of the consumers by safeguarding poor sections of the society from rising costs of food grains.
This is a regulatory Department and implements various statutory Provisions as contained in the Essential Commodities Act 1955 and National Food Security Act, 2013 and other schemes notified by J&K Government or Government of India from time to time. It also helps in securing the rights of Consumers as provided under the Consumer Protection Act.
Functions of the Department
Core Functions:
The department manages the PDS to ensure the equitable distribution of essential commodities like rice, wheat, sugar, and kerosene to beneficiaries at affordable prices.
It implements the National Food Security Act (NFSA), providing access to adequate quality food at affordable prices, particularly for vulnerable and poor sections of society.
This involves safeguarding consumers’ rights, addressing their complaints, and educating them about their rights and choices through awareness programs.
The department monitors and regulates the supply and prices of essential commodities to prevent hoarding, black-marketing, and artificial price hikes.

Households headed by differently abled persons or individuals having disability of above forty percent or terminally ill 5. Transgender Persons. 6. A Household headed by Minor or Orphan 7. Households dependent on daily wage labour. 8. Households with old persons, aged sixty years or above with no regular income, support or no assured means of subsistence. 9. If all earning adult members in a household are irregular wagers, then that household shall be included and. 10. Other Vulnerable households such as slum dwellers, rag pickers, unskilled workers, shikara walas, ponny walas, domestic workers, sweepers etc. For Rural Areas: 1.Households without shelter. 2.Households with Destitute persons who is livings on alms. 3. 2. | PM’s Food Supplementation for Priority Households Scheme

PMFSS, Under the new scheme a PHH with one beneficiary and six beneficiaries will get an additional allocation of 5 kg of Rice and a PHH with beneficiaries ranging from two to five would get an additional 10 kg, each month while maintaining maximum allocation per household. This scheme will augment monthly food availability to PHH category on a subsidized rate while ensuring it does not exceed 35 kg per household. The Rice will be provided to the beneficiaries at Rs 25 per kg.

3. | J&K Special Sugar Scheme (JKSSS) | JKSSS, Under this scheme, AAY families are provided 01 Kg of Sugar/household/month. 4 | One Nation, One Ration Card

The ONORC scheme is being implemented by the Department for the nationwide portability of ration cards under National Food Security Act (NFSA). Through this all eligible ration card holders/beneficiaries covered under NFSA can access their entitlements from anywhere in the country.
Under this plan, the distribution of highly subsidized food grains is enabled through nationwide portability of ration cards through the implementation of IT-driven system by installation of ePoS devices at FPSs, seeding of Aadhaar number of beneficiaries with their ration cards and operationalization of biometrically authenticated ePoS transactions in the State/UTs. Beneficiaries can quote either their ration card number or the Aadhaar number to any Fair Price Shop’s dealer across the country. Anyone in the family, who have seeded Aadhaar in the ration card can undergo authentication and lift the ration. There is no need to share or carry the ration card or Aadhaar card with ration dealer to avail of the benefit. Beneficiaries can undergo Aadhaar authentication by using their finger prints or iris based identification.
