MECHANICAL & HOSPITAL ENGINEERING

The Mechanical & Hospitals Directorate, Sub-Division 2nd Handwara, is entrusted with the responsibility of managing critical mechanical infrastructure and hospital support systems across three districts Kupwara, Ganderbal, and Bandipora. The Sub-Division plays a vital role in ensuring uninterrupted healthcare services by operating and maintaining oxygen generation plants, central heating systems, and oxygen supply chains in various District and Sub-District Hospitals.
In addition, the Sub-Division undertakes essential snow clearance operations during winter to maintain road connectivity in District Bandipora & District Ganderbal, with special focus on the snow-bound Gurez Valley.
The Sub-Division also plays a crucial role during Shri Amarnath Ji Yatra (SANJY) by managing oxygen supply arrangements at the 100-bedded Base Hospital at Baltal, which includes water supply, DG sets, electric lighting, AC systems with VRV cooling, a Liquid Oxygen Plant with its manifold as backup, and the operation & maintenance of MGPL oxygen outlet points. In addition, the Sub-Division is responsible for several mobile medical camps established for yatris during the two-month Yatra period, ensuring the operation and maintenance of oxygen manifolds and bulk supply of oxygen cylinders to various medical units from Sonamarg up to the Holy Cave via Panchtarni in Central Kashmir.
The Sub-Division is also responsible for providing road construction machinery such as road rollers, Tandem Vibratory Rollers (TVR), and soil compactors for use in District Bandipora and District Ganderbal. These machines are made available to the Public Works Department (R&B), various block-level works, as well as for certain authorized private works, thereby supporting infrastructure development and construction activities across the region.
Alongside these responsibilities, the Sub-Division also executes developmental projects of district and state importance, including healthcare infrastructure upgrades and public utility projects.

Functions



The key functions of the Mechanical & Hospitals Directorate, Sub-Division 2nd Handwara, include:

1. Hospital Infrastructure Management

i. Operation and maintenance of Oxygen Generation Plants at:

a) District Hospital (DH) Bandipora
b) District Hospital (DH) Ganderbal
c) Sub-District Hospital (SDH) Tangdar
d) Sub-District Hospital (SDH) Kangan
e) Sub-District Hospital (SDH) Gurez
ii. SANJY

Management of oxygen supply and related support systems during the Shri Amarnath Ji Yatra, including:

a) 100-Bedded Base Hospital at Baltal: Ensuring uninterrupted functioning of essential facilities such as water supply, DG sets, electric lighting, AC systems with VRV cooling, operation & maintenance of the Liquid Oxygen Plant along with oxygen manifold as backup, and the O&M of MGPL oxygen outlet points.

b) Mobile Medical Camps: Establishing and maintaining several mobile medical camps for yatris during the two-month Yatra period, which includes the operation and maintenance of oxygen manifolds and the bulk supply of oxygen cylinders to various medical units from Sonamarg up to the Holy Cave via Panchtarni in Central Kashmir.

iii. Operation and Maintenance of Central Heating Systems:

 



The Sub-Division undertakes the operation, preventive, and corrective maintenance of central heating systems in key healthcare institutions to ensure uninterrupted patient care and comfort during the winter season, including:

a) District Hospital (DH) Ganderbal: Provision of central heating services covering patient wards, ICUs, OTs, and administrative areas.

b) Maternity & Child Hospital, Kangan: Operation and maintenance of central heating facilities (including execution of two modular Operation Theatres (OTs), the Central Sterile Services Department (CSSD), and the RO Plant serving the dialysis unit, thereby ensuring a controlled, sterile, and patient-friendly environment).

c) Trauma Hospital, Kangan – Maintenance and smooth functioning of central heating systems to support emergency, trauma care, and associated medical services, particularly during the severe winter months.

  1. Mechanised Snow Clearance Operations

    i. Execution of snow clearance operations for:

  2. a) District Bandipora (including Gurez),
    b) District Ganderbal Ensuring round-the-clock road connectivity during:

    a) Four winter months in plain areas
    b) Six months in Gurez Valley, which remains snow-bound for extended periods

Snow clearance operations are carried out on roads maintained by the Public Works Department (R&B) and PMGSY (Pradhan Mantri Gram SadakYojana), ensuring connectivity for essential services, public movement, and emergency requirements.

 

Snow Clearance Control Rooms (SCCRs): To coordinate and monitor snow clearance operations effectively, permanent SCCRs are established at Mangnipora (Bandipora), Ganderbal, and Dawar (Gurez). In addition, seasonal SCCRs are set up at Sumbal and Kangan before the onset of winter to ensure preparedness. During the off-season, snow clearance machinery is stationed only at the permanent facilities: SCCR Bandipora, SCCR Ganderbal, and SCCR Gurez, for storage, upkeep, and readiness for the next season.

3. Provision of Road Construction Machinery

Deployment of road construction equipment, including road rollers, Tandem Vibratory Rollers (TVR), and soil compactors, to facilitate various works in District Bandipora and District Ganderbal. The machinery is provided to the Public Works Department (R&B), block-level development works, and approved private works, thereby supporting road construction, infrastructure strengthening, and developmental activities across the region.
