POLUTION CONTROL BOARD
The Jammu and Kashmir Pollution Control Committee (JKPCC) is the primary statutory organization responsible for enforcing environmental laws and regulations in the Union Territory of Jammu & Kashmir. It is established to address the growing concerns of environmental degradation and pollution in the region. It is constituted under the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981 and Environment Protection Act, 1986.
Functions of the Department
- Consent Management: Issuing “Consent to Establish” and “Consent to Operate” to industrial units to ensure they comply with environmental standards by adopting pollution control device/measures and by meeting stipulated siting criteria at the time of establishment.
- Authorization Management: Issuing Authorization to Health Care Facilities under the Bio Medical Waste Management Rules, 2016. Issuing Consent/Authorization to Solid Waste Management Facilities under Solid Waste Management Rules, 2016, etc.
- Environmental Monitoring: Regularly monitoring the quality of Air & Water (rivers, lakes, etc.) at various scheduled locations.
- Waste Management: Overseeing the proper management of various types of wastes, including Hazardous Waste, Biomedical Waste, Plastic Waste, e-Waste, Solid Waste etc. & implementation of their Rules. Annual Reports on SWM, Plastic Waste Management are collected from MCs, Annual Reports on BMWM are collected from Health Department/Hospitals for their submission to CPCB through Central Office JK PCC Jammu.
- Enforcement of Acts: Enforcing a wide range of environmental laws and rules, as delegated by the Central Pollution Control Board (CPCB). Regular seizure of illegal Polythene/SUP.
- Advisory Role: Advising the Government on matters related to environmental protection and pollution control.
